Rehoboth only has a few beachfront hotels. You would probably find a few rooftop pools/sundecks in Ocean City, MD.

I believe the Admiral has a rooftop, as does the Breakers.

The Atlantis Inn has a great pool on Rehoboth Avenue; there is a boardwalk level pool on the ocean at the Boardwalk Plaza and there is a boardwalk-side pool at the Atlantic Sands.

try the Admiral Hotel located at 2 Baltimore Ave. Pool is on 4th floor and enclosed so open all year.
